What is a good cellulite treatment?

I wear a size 2, but the upper back of my legs still have cellulite. I swim nearly 12 hours a week, so I know excersize is not a problem. I eat fairly healthy and drink lots of water. I see a lot of creams and such that im sure would work but once they pass the $30 dollar mark i begin to loose interest.What is a good cellulite treatment?
